The conference consists of two parts.

The first part reveals the elements of the state policy of the Russian Federation in the sphere of building the digital economy. The problems discussed in the speech deal with the regulatory framework that ensures the digital transformation of universities, goals, objectives, indicators are defined at the state level in the field of digital transformation in general and, in particular, in education. Special attention is paid to the concept of "digital maturity" of education and what emphasis is placed, what is a priority in this issue. In this regard, it is necessary to identify the methodological approaches used to determine the level of digital maturity of educational organizations. Thus we will identify the methodological approaches are being adopted to create a unified digital educational ecosystem in Russia. A special part will focus on the information systems that are being created and implemented at the state level, with the aim of creating a unified educational space in Russia. And it is also important to address the issue of understanding the problem of digital competencies and the mechanisms that are implemented to develop digital competencies among students and teachers.

The second part reveals the content side of digital transformation at the level of an educational organization. How the process of digital transformation is organized in the university: who is responsible, what organizational mechanisms exist to solve this issue. At the same time we come to the process of integrating the digital transformation of a university into its development program: the types of goal setting exist in terms of digital transformation of an educational organization. We will reason what a digital university consists of: main characteristics and elements and perspectives of building digital educational ecosystems based on various business models. In conclusion we will consider the phenomenon of digital culture as a factor for accelerating digital transformation in an organization or as the main obstacle and key values of digital culture in the educational system.
